Kentucky Board of Licensed Professional Counselors (LPCC) Approves 100% Virtual Clinical Supervision

Counselors seeking LPCC licensure in Kentucky are now permitted to use HIPAA-compliant video conferencing for 100% of clinical supervision hours.

The Kentucky Board of Licensed Professional Counselors (LPCC) has issued a rule change allowing for new clinicians under supervision to receive the hours needed for licensure using virtual supervision. The new rule was approved in February when the Kentucky legislature reconvened for the start of its session.

Previously, the Kentucky LPCC license rules* mandated one hour of supervision per month needed to be in-person “breathing the same air”. This was difficult for counselors in more rural areas where access to a supervisor is often very limited or just not available.

Now, thanks to advances in telemental health leveraging HIPAA-compliant technology, counselors will be able to locate supervisors much more easily and maintain their supervision schedules through an online process. This removes barriers such as long-distance travel and related expenses.

“The Kentucky Counseling Association has been looking forward to this rule change granting approval for full online supervision in the LPCC licensure process in Kentucky,” said Karen Cook, Executive Director of the Kentucky Counseling Association. “Our organizational office has had many phone calls and emails from those seeking assistance in locating a supervisor.”

According to the Substance Abuse and Mental Health Services Administration (SAMHSA), 55% of U.S. counties—all rural—have no practicing mental health professionals. By providing an accessible path to licensure for incoming therapists, online supervision has a direct impact on increasing the mental health provider population in traditionally underserved communities.

This rule change, along with other states who have passed similar rules, is what prompted Rachel McCrickard, LMFT, to create Motivo, a HIPAA-compliant platform for virtual clinical supervision. For Kentucky, this change is a huge accomplishment not only because it will help new counselors on the path to licensure but it also shows how an industry and association can work with the state licensure board to advocate for innovation that can help so many people.

“We are thankful that our KY Board of Licensed Professional Counselors recognized the need for this rule change and worked to make it happen so that more licensed counselors will become available for the ultimate benefit of the public,” Cook continued. “There is no doubt that allowing online supervision is an important element in increasing the number of counselors eligible for licensure.”
